Is it still bugged in 1.10.2 so that it generates x rage every few seconds when in combat?

yes and no. while fighting against an enemy you gain 1 rage/tick. but you cannot longer bring yourself in combat with bloodrage, target the enemy and wait until your rage bar is at 100%.
