unzip it to your wow directory or unzip it to your desktop then replace your old interface folder with it (not your interface.zip).
Erm it comes in a Zip. Unzip it and you should have an Interface folder. Inside that are 2 more folders with even more files nested inside them. Basically you want the Interface folder to be placed into your c:\program files\World of Warcraft\ folder.
Note if you are not on the east coast and like to use the clock it comes with, you will need to edit Interface\AddOns\Clock\Clock.lua on line 13:
local OffsetHour = 3; -- this is the hour offset applied to server time
0 = Pacific Standard Time
1 = Mountain Standard Time
2 = Central Standard Time
3 = Eastern Standard Time (on by default)

I was wondering what the advantages are to using the nurfed UI as opposed to cosmos. It seems to me that cosmos has much more options.

there should not be an advantage and there should be less junk. we are not trying to compete with cosmos or any other mod. tiv has just made us a ui with the features we wanted.

For a lot of people less is more, just a choice in UI's, some people like cosmos, some like CT_Mod, some like mine. A majority of people that like mine just want the basic features and not all the "fluff".

Found one blizzard change that didn't make it though to the nurfed ui. In Fonts.xml line 5
DAMAGE_TEXT_FONT = "Fonts\\SKURRI.TTF";
changed to
DAMAGE_TEXT_FONT = "Fonts\\FRIZQT__.TTF";
