Addon to Display Target Range?

I know that the API for target range functions has changed several times. Is it still possible to have an addon display the range to the target, specifically to a friendly target?

I believe that something can be set up with action bars showing which spells are in range. Is that the only solution?

affraid so, target range stuff or whatever you'd like to call it is forbidden (coz of botting etc) and thus thanks to blizz (practically) impossible to create.
