The general census seems like that Enh/Resto is the way to get to 60.

I've also read that some people like Elemental/Resto for using bolts at the beginning of the fight + flameshock and melee away.

Which is faster for getting to 60?

Well I dare to say some kind of heavy Enh build since it removes the downtime caused by too much mana usage.
