Exceptional Items - Certain items do not follow the 'max cost' ruleset. If an item is deemed to be the best possible item in the game for a certain class to the extent that the class in question gains significantly more power than others, it is only offered to that class first (examples: Spinal Reaper for Warriors, Vis'Kag for Rogues). If your class is forced to pass on an item, you pay the 'secondary cost,' which is the actual power increase for your class rather than the max cost.
he wanted a clarification on this.

I will use the Spinal Reaper example, warriors get the most benefit from it because they will use it for 100% of it's DPS since that's what warriors do, shamans and paladins can use it as well, but since they also cast spells they don't get a full power increase from a DPS weapon since they can't move and swing while casting.
The Vis'Kag example is one of our guild rules for most 1h daggers and swords, because rogues can only use 1h weapons they get first pick, but both warriors and rogues pay the same price. But this is more optional and is up how your guild wants to impliment them.
