regarding the talent giving a max 6% chance to get an extra attack, does that extra swing have a chance to proc (above the normal proc rate cap, whatever it might be)? if so, could this make up for swords not being the hardest hitting? i assume the attack can miss, is this true?

Yes your extra swing has a chance to proc, i think Blizzard has a formula for procs per minute for each weapon depending on speed, damage, etc. Poison procs are on their own proc/minute so they dont' count towards your other procs.
