Help, What is she using! Is it nurfed??

The player frame and target frame, I belive they may be a version of nurfed because of the combat log and minimap button am I wrong?

And also the minimap, what mod is it?

If anyone could be so kind as to point me in the right direction it would be much appreciated. :)
