Level 60 or 70? +skill whether from items or from Weapon Expertise has now been changed from bridging the damage gap from glancing blows to +0.1% crit per skill point on mobs higher in level than you. So +10 skill = 1% crit.

As for builds, there's a sticky at the top with Dagger and Sword/Mace builds that cover PvE, PvP and hybrids.
