Question about Mage talent Shatter

The talent shatter uses the word frozen in it. Now I would think that this just means with things are rooted with Frost nova. However, some people are telling me that it increases the chance on all things that have a chill effect on them too like when people get chilled from hitting you and from your frostbolt. Can anyone clarify how this really works?

They may be referring to that fact that Frostbite gives chilled effects a chance to freeze a target. I've been under the impression (and from what I've seen with my spells) that shatter works on frozen targets only, though that would include things affected by frosbite.

Only frozen targets count. Frozen is ONLY from a root. Chilled is not the same. Nova and frostbite are both frozen effects.
