Is the stormshroud set even possible to get?

each peice of the set needs essence of air which I have no idea where to get I know it can be transmuted from essence of water but there is no drop for the recipe....so does anyone have any idea how to get the essence of air?

theres a scholomance quest from an npc on caer darrow, to kill the butcher krastinov. do that quest, and it's 2 followup quests. this will give you a trinket which allows you to talk to the ghost citizens of caer darrow, in order to get the next step of the quest. also, one of these citizens is a vendor who sells bind on pickup smithing/alchemy recipes. the transmute is one of them.
