Proc?

I have a few questions about this I can't seem 2 find anywhere -

1. How often do they go off, what is the %?
2. Do any stats affect them going off?
3. Do some procs vary in the % they go off?

The Holy Shield on my TS Champ really seems to either go off alot for a while or rarely fire, on other weapons the proc seemed somewhat consistent.

I'm just curious b4 we finish getting this di pulv I want together but I don't want to go to all the trouble and not have it fire alot. Has any1 had/seen a Dark Iron Pulv yet that has any feedback on it? 8 sec stun proc sounds like gg to me if it goes off, or is the stun breakable like some I have seen on mobs like basilisks?

i dont think you can do anything to make a weapon proc proc more, its just a hidden value the weapon has i think
