Action Bar issue

NurfedAlpha action bar problem.

Cant create a new set of bars that will accept icons/items. Yes, the UI is unlocked. Tried everything I could think of, but nothing seems to work.

Check to see how many action bars you have in use. There are addons that use buttons as well, and if you have many pages in your main bar you may have used up all of your action IDs.
